All records in relation to the government decision on July 14 2009 to take a dividend from ESB and task CRU with distributing it to Large Energy Users via the ESB Network. I would like to limit the search to the period between 1 June 2009 and 31 December 2010 (when any remaining funds were apparently transferred from an ESB account to the CRU’s Carbon Revenue Levy Account).

This was a matter for the ESB in so far as records concern its functions under its Distribution System Operator (“DSO”) licence. A copy of the CER’s decision is attached. A section relates to the “implementation of a rebate scheme, funded by ESB, that operated through the electricity network tariffs from 1st January 2009.”

This request should include but not be limited to:

- Any related correspondence between the then ESB and DECC (then DECNR)

- any related correspondence between the then ESB and CRU (then CER)

- any related correspondence between the then ESB and the Department for Finance/DPER (which wasn’t existing then but the relevant functions might have moved later)

1.  Please advise whether or not the standard non smart electricity meters which are currently installed at residential properties have been paid for indirectly by the owner/occupier of the property via customer charges for use of the electricity network.

2.  Please advise where in the DSO licence agreement or other regulatory or legal document it is stated that the current non smart meters and new smart meters are the property of ESB Networks.

3.  Can you confirm whether any condition under the DSO licence or any other relevant regulation precludes a customer, residential or commercial, from having a non smart meter installed in their property for the purpose of electricity consumption monitoring at such time as a new meter is required.

4.  Please advise whether such installation, if not precluded by law, must be done by ESB networks at no direct charge to the customer.

5.  Please advise whether or not the new smart electricity meters which are currently being installed at residential properties will be paid for indirectly by the owner/occupier of the property via customer charges for use of the electricity network over the coming years

I live in the village of Aughrim, County Wicklow. Over the past 6 to 7 months we have unfortunately had approx 7 faults from the Kilmagig sub station which can affect over 2,000 customers at a time. I would like to know (The Freedom of Information Act 2014 (FOI Act)) as to why this fault is occurring in such high frequency and what does the ESB plan to do in terms of overcoming this issue. It would be beneficial if you can supply the information and register the complaint and query without the use of the FOI Act. 

Twice over the last two weeks we have had to deal with power outages in our areas. It impacts our village businesses to the order that they must close. We have to drive 35 kilometres in total, in order to get warm food. 

As a community we are entitled to know what the cause of these faults is and how and when it will be remedied with an upgrade etc to the Kilmagig station.

c.  the specific cause of the outage;

d.  whether any relevant redundant plant or lines were out of service at the time of the outage and whether or not that contributed to the outage;

f.  whether the tripped breakers are capable of being closed against full load or whether breakers at a lower level need to be opened first; and

g.  whether the relevant breakers can be closed remotely, or whether a crew needs to be dispatched and where a crew would normally be dispatched from.

2.  All records relating to whether there is any redundancy in the plant and lines supplying the Lusk area from Glasmore and identifying single points of failure in the supply to Lusk.

(In a nutshell I understand there has been discussion regarding the price ESB is charging garage forecourts nationally to install charging points for electric cars and I'm trying to request that documentation.)

Every year we hang Christmas lights along Main St, in our village. It is important to recognise the following two points: 

that we have qualified electricians within our volunteer base who have experience in erecting such displays, annually , and

 we are gifted the electrical supply by the good will of businesses and residents along the street, so there is no question of syphoning the supply.

This year that activity took place on the weekend of 26 and 27 November, 2022, and again on Tuesday 29th.The following day we understand a complaint was lodged with ESB Networks and while we in TTT did not receive notification of the complaint directly, one of our qualified volunteers did. We further understand that the complaint included photographic evidence of the festive lighting installed. 

Through FOI we would like to request copies of the following:

Original complaint lodged, citing full details of the complaint against TTTs work in the community
 Copies of the photos submitted with the compliant
 Any amendments/ retractions of the compliant
 Details of any interaction between ESB Networks and the complainant directly affecting the work of TTT volunteers in the community
 
Details of any review conducted by ESB networks of the installation.
 
 This event was a particular sore point across the community given the long tradition of festive lighting in the village and especially time volunteered by our members, as was the case in 2022 on more than one occasion. The event drew attention across the community and from local media and representatives.
 
We would also respectfully request that ESB Networks confirm to TTT why there was no interaction with TTT beyond instruction to and removal of the lighting. There was no engagement on whether they were deemed suitable or not, and if suitable, then left in situ. Had this occurred the complainant could have been advised of ESB networks stance, following the complaint. Such a course had the potential to avert considerable upset among the community and the additional work load upon our volunteers
