I would like to make a quick enquiry under the Freedom of Information Act.
In answering please provide precise references for each point. Thank you in advance.
- Please advise whether or not the standard non smart electricity meters which are currently installed at residential properties have been paid for indirectly by the owner/occupier of the property via customer charges for use of the electricity network.
- Please advise where in the DSO licence agreement or other regulatory or legal document it is stated that the current non smart meters and new smart meters are the property of ESB Networks.
- Can you confirm whether any condition under the DSO licence or any other relevant regulation precludes a customer, residential or commercial, from having a non smart meter installed in their property for the purpose of electricity consumption monitoring at such time as a new meter is required.
- Please advise whether such installation, if not precluded by law, must be done by ESB networks at no direct charge to the customer.
- Please advise whether or not the new smart electricity meters which are currently being installed at residential properties will be paid for indirectly by the owner/occupier of the property via customer charges for use of the electricity network over the coming years.
