Joint System Operator Programme

What is the Joint System Operator Programme (JSOP)? 

The Joint System Operator Programme (JSOP) was established in 2021 by ESB Networks, the Distribution System Operator (DSO), and EirGrid, the Transmission System Operator (TSO), to ensure that both system operators work in a coordinated, transparent, and efficient manner to address system needs and deliver whole system solutions.

JSOP exists to ensure alignment of transmission and distribution system needs and co-ordination between the system operators. 

The core goals of  JSOP are to: 

  • Develop a TSO-DSO ‘Co-ordination Framework’ and implement a joint TSO–DSO Operating Model that supports whole‑system planning and operations 
  • Support the efficient management of electricity network congestion, particularly in high‑demand regions 
  • Support the secure operation of the power system as more renewable generation connects to the electricity network 
  • Develop innovative solutions to reduce the dispatch down and curtailment of renewable generation by improving system coordination 
  • Facilitate the integration of new technologies such as DER, storage, and flexibility services 

Regulatory incentive and policy direction


We are aligned

 

Under Price Review 5 (PR5), the Commission for Regulation of Utilities (CRU) introduced a TSO/DSO Coordination Incentive. This incentive has been enhanced under Price Review 6 (PR6) and formally recognises and rewards the coordinated behaviours delivered through the  JSOP. Performance under the regulatory incentive is assessed using a Balanced Scorecard defined by CRU. 

The incentive ensures that both system operators: 

  • Act in a coordinated manner to deliver shared system outcomes 
  • Support one another in meeting their individual licence and performance obligations 
  • Move away from a siloed approach to network planning and operation 
  • Deliver integrated, whole‑of‑system solutions that maximise value for electricity customers 

It is also expected that once the future EU Network Code on Demand Response enters into force, EirGrid and ESB Networks will be required to develop ‘terms and conditions’ for TSO-DSO Co-operation. The work delivered under JSOP will directly support this future requirement.

JSOP is delivered under five pillars: 

1. Whole of System (WOS)

This workstream focuses on optimising the electricity system as a whole, rather than treating transmission and distribution separately. 

Key areas include: 

  • Coordinated capacity planning 
  • Aligned operational processes 
  • Shared system visibility and data exchange 
  • Joint approaches to managing system constraints
2. Secure Future Power System (SFPS)

This workstream addresses the long‑term challenges of operating a power system with: 

  • High renewable penetration 
  • High volumes of Distributed Energy Resources (DER) 
  • Increasing demand‑side flexibility
  • It supports resilient system operation while maintaining security of supply.
3. Facilitate New Technologies (FNT)

This workstream provides resourcing and coordination to support the introduction of new technologies, systems, and market arrangements across both networks. 

It supports: 

  • New flexibility and DER integration 
  • Evolving markets and operational tools 
  • Delivery of government climate and energy policy objectives 
4. Capabilities to Enable Reductions in Dispatch Down (CERDD)

This workstream focuses on developing the tools, processes, and operational capabilities required to reduce the dispatch down of renewable generation. 

It supports: 

  • Improved congestion management 
  • Better utilisation of existing network capacity 
  • Increased system efficiency and decarbonisation outcomes 
5. Communications, Engagement and Reporting (CER)

This workstream ensures transparency and effective stakeholder engagement and aims to analyse future policy requirements. 

It includes: 

  • Industry and stakeholder engagement 
  • Clear communication of new processes and operating model changes 
  • Structured reporting and accountability under PR6 
  • Reviewing network codes/consultations

The DSO and TSO recognise the importance of industry engagement and are committed to promoting transparency throughout the development of JSOP. We will publish relevant materials in due course and will actively engage with industry through joint JSOP webinars, as well as existing TSO and DSO fora.
