What is the Demand flexibility product?  

The Demand flexibility product is a flexibility product being developed by ESB Networks. The purpose of this product is to provide medium-duration flexibility in order to manage the challenges facing the electricity system, in particular, congestion on the distribution system. This means the product will deliver substantial demand reduction, demand shifting or injection of power at a pre-determined contracted capacity. Based on system needs, ESB Networks will issue dynamic operating envelopes to Flexible Service Providers indicating how they can operate to meet these needs within each 24-hour period. ESB Networks are aiming to contract up to 109MW of capacity in the initial procurement rounds.  

Why is this needed?

The Demand flexibility product has been developed with the primary purpose of congestion management on the distribution network. This product will be procured in geographical locations where the local electricity distribution network is severely congested. A secondary benefit of the product is assisting in delivering policy objectives and Climate Action Plan (CAP) Targets. For example, the CAP23 references the need to improve the operation of the electricity system through the provision of targeted demand flexibility. 

Where will this product be located? 

The Demand flexibility product will be located in areas across Ireland where there is localised congestion on the distribution system. An initial list of 14 locations relating to 110kV/38kV stations was published in July 2024. While this list still stands, an updated final version was published July 2025, following further analysis on the stations mentioned above, identifying downstream locations where Flexible Service Assets could connect electrically to 38kV stations served by those 110kV/38kV stations.
