We are ESB Networks. We ensure that electricity gets to the homes and businesses of our 2.3 million electricity customers, safely and efficiently. We have invested over €6bn in the electricity network over the last 10 years to ensure that it is reliable and enables communities and businesses in Ireland to grow and develop.
We provide a wide range of services to our customers, all of whom need to be registered with an electricity supplier. Each year we carry out over 9 million meter readings and provide these to your supplier in order to ensure you receive correct billing. We also deliver a range of technical services such as restoring supply when network faults occur, for example due to storms. Other services, some of which are chargeable, include undertaking line alterations at the customer’s request and carrying out service alterations requested via suppliers.
Whether you are a domestic or a commercial customer, we will provide a new electricity connection that best suits your needs.

Background and Process
In order to realise our vision of delivering a sustainable, low carbon energy network that will serve Ireland’s future energy needs, we have developed an Innovation Strategy to manage every stage of the development and implementation of strategic initiatives, from setting the vision to establishing business as usual (BAU). Our Innovation Strategy has been applied to a balanced portfolio of projects covering eight roadmaps that broadly cover our ambition to deliver new and improved services.
During 2018, 16 projects were completed and the others continued to progress. We have over 20 new ideas that we have identified for further consideration and possible progression into our roadmaps.
1. As part of this on going collaboration and communication, we are interested to seek your views on our innovation processes, activities and priorities to date as summarised in this update document. In particular, we are interested in feedback on our proposed new projects listed at the end of the document.

In order to continually enhance and develop our engagement approach, ESB Networks is consulting with customers and stakeholders on its approach to stakeholder engagement (set out in the Strategic Stakeholder Engagement Framework) and its planned key area of engagement activity during 2020 (set out in the Strategic Stakeholder Engagement Plan 2020).
Associated with this, ESB Networks is required to submit an annual report on its stakeholder engagement strategy and activities to enable the CRU to assess and score ESB Networks on the quality, good implementation and effectiveness of its stakeholder strategy in the previous year. This is detailed in the CRU decision paper Reporting and Incentives under PR4, (CER/18/087).

The CRU as part of its decision paper CER/18/097, decisions 1 and 5, requires the TSO and the TAO to produce joint reports setting out their annual performance in regard to the operation and development of the Transmission System. The reports are intended to provide customers, industry participants and other interested parties with a clear, accessible, comprehensive, quantified but non-technical report on performance in the calendar year.
The reports will evolve overtime, taking into account feedback from industry and stakeholders and changes as may be requested by the CRU. As part of this process we are seeking customers and stakeholders feedback on the draft reports in advance of their finalisation, for example are there areas that you feel require more detail or indeed where you feel there is too much focus; areas that are not currently covered that should be considered for inclusion etc.

In May 2018 the CRU published its decision paper on “Reporting and Incentives under Price Review 4” (CER/18/087). CER/18/087 set out a set of twenty decisions for improving reporting and incentives arrangements, covering the totality of the activities undertaken by the Transmission System Operator (TSO), the Transmission Asset Owner (TAO) and the Distribution Systems Operator/Distribution Asset Owner (DSO/DAO) on behalf of current and future customers and market participants.
Decision 8 of CER/18/097 sets out the arrangements for the TSO and TAO in terms of outage management. It states that the TAO may access a “use-it-or-lose it” allowance to fund, by agreement with the TSO – and following appropriate consultation with potentially affected parties – actions to reduce the duration or timing of planned outages at short-notice. The mechanism shall be consulted on by the TSO and TAO prior to implementation.
The consultation paper has set out a proposed mechanism and now asks stakeholders a number of key questions to assist in structuring responses. The key questions are set out below:
